ESPORG & Spanish Ministry of Transport Workshop

On Tuesday, June 25th, 2024, ESPORG conducted a workshop with the Spanish Ministry of Transport (Ministerio de Transportes y Movilidad Sostenible) to discuss needs within the transport industry.

In the ESPORG-led workshop, the action plan from the General Directorate for Roads related to Safe and Secure Parking Areas was presented by the Spanish Ministry, namely on the topics of Infrastructure (by the Planning and Road Operations Department), Supporting tools (by the Planning, TEN-T and Logistics Department)and the user perspective (by the Land Transport Inspection Department).

The ESPORG team also presented the current EU Legislation on Safe & Secure Parking Areas, including Delegated Act 885/2013, Delegated Act 1012/2022, the TEN-T Regulation and AFIR. Opportunities for funding through CEF & AFIF were also a focus for participants. A key takeaway stressed by ESPORG is that the EU-Parking Standard is not an industry standard, but a standard from the European Commission.                  

 The EU Commission Study about Safe & Secure Truck Parking   (MOVE/C1/SER/2023-138), of which ESPORG is a subcontractor in a team led by Panteia & TIS, was also presented for discussion. Finally, topics such as Investment plans and needs, the Spanish pipeline for SSTPA projects, the energy transition and green parking, connectivity and crime, theft & illegal migration were debated openly in discussion facilitated by the ESPORG team.

Some important takeaways from the workshop:

  • Safe and secure parking areas (SSTPAs) are a priority for the Spanish government as well as wellbeing for drivers and the topics of connectivity, theft and migrants.
  • CEF projects have to be more mature 
  • CEF program should be prolonged 
  • O other authorities have to corporate and work together more in order to speed up the building process for SSTPAs 
  • spread awareness regarding the value of the EU-Parking Standard, especially in regards to authorities, organisations different stakeholders, investors and SSTPA owners.
